Approval process in Denmark

In Denmark, Environmental Impact Assessment approval of the Fehmarnbelt link was issued by the Danish parliament in the form of a Construction Act.

On 28 April 2015, the Act on the Construction and Operation of a Fixed Link across the Fehmarnbelt with Associated Landworks in Denmark was adopted by the Danish parliament.  In addition to the Construction Act, a so-called Implementation Report was prepared, which describes how the project will progress in practice and how consideration for nature will be handled on the Danish side during the construction and operational stages. The Construction Act and the Implementation Report are based on an Environmental Impact Assessment and an Environmental Impact Assessment supplement, which Femern A/S has prepared on behalf of the Minister of Transport.   

As part of the EIA process, the Ministry of Transport conducted a number of public consultations. During the consultation process, the general public as well as the authorities, NGOs and companies, were able to put forward their ideas, proposals and comments on the project.

Questions and comments from the consultation periods relating to the EIA documentation were answered in consultation reports prepared by the Ministry of Transport. Based on the consultation reports and the EIA report/supplement, the Ministry of Transport drafted a proposal for a Construction Act.

Through a number of public events on Lolland and Fehmarn, Femern A/S has responded to the many questions and received ideas from the general public, affected landowners, companies and environmental organisations. 

The company has established local information offices at Rødbyhavn on Lolland and in Burg on Fehmarn, where stakeholders can follow the project and put their questions to local employees.
